Ric Munsey called the meeting to order and welcomed everyone on January 25, 2002 at Richlands Middle School. 

Motion:            Waive the reading of the minutes from February 3, 2001.   Motion was seconded and passed.

A special Thank you to Danny Swartz and Bruce Miller from Richlands Middle/High Schools for hosting Jr. District once again.

Old Business:

State Marching Festival - Pulaski County High School – Jaime Lawson
No problems everything went well.

District Auditions – John Battle High School – Mark Collins – December 8, 2001
There were no problems this year once again.  Average student participation over the past 10 years has been around 935.  This year student participation was up by 41 students.  There are more schools participating.

 Jr. District – Richlands Middle/High School – Danny Swartz and Bruce Miller – January 25-26
Conductors for this year are: 
            Symphonic Band -Richard Sanger from Thoreau Middle School in Fairfax County
            Concert Band – Joel Tillman from Harriman High School in Harriman, Tennessee.

Sr. District – Grayson County High School – Ric Munsey and Bobby Ballengee – February 1-2
Conductors for this year are:
            Symphonic Band – Robert Jager from Tennessee Tech
            Concert Band – Jim Spinnizola from Tennessee Tech

 Concert Festival  - Virginia High School – Tom Hopson and Ben Parks – March 22-23

A letter about concert festival was sent out concerning participation plans.  Last year 28 bands from the district participated.  Judges have been contracted at present time.

All Virginia Band Auditions  - James Madison University on Saturday, February 23. 

 All Virginia Band Clinic  - James River High School,  James Stegner, Director, April 4-6

By-Laws:  Cindy Roberts and Ric Munsey past out old 1998 District Bylaws.  They ask that everyone would go through and make adjustments to them or add important information that would be helpful to directors.  Bylaws will be updated by summer.

Manuel Fees:    Manuel fees are paid every three years.  If your school does not pay the fees: they may not participate or if they participate it will be for comments only.  Ric Munsey will contact the State and check the ruling.

Judging Fees and Workload:  VBODA set new rates for clinicians and judges for events. 

Rates for clinicians:  $800 minimum for two days

Meal Allowance:       $50 a day

Guest Conductors can work only 10 hours a day.

District Festival Judges:  $300 a day

Also the mileage allowance has gone up.  

Motion:            To make financial statements from district events accessible with the minutes at District VII meetings.  Motion was seconded and passed.

Motion:            To have concert time for Jr. High All-District Band no later than 5:00PM.
Motion was seconded and passed.

Motion:            Change Jr. Saxophone Chromatic form Bflat-E (2 octaves and fifth) to C-C (2 octaves). Motion was seconded but was defeated.

Motion:            Move date of Concert Festival earlier in March.  Motion was tabled.   

Upcoming Events:         2002 VMEA Conference will be held in Norfolk at the Sheraton and Marriot.

VMEA Scholarship - $1000 High School committed in majoring in music education in 4-year college.  The scholarship is renewable.

Motion:                        Adjourn Meeting.  Meeting was seconded and passed.
